Per division: Allow waitlist is enabled and max capacity is reached. If waitlist is off, new registrations are blocked when full. Enable waitlist in division settings.

WAITING (queued), NOTIFIED (spot-offer email sent), ACCEPTED (promoted to active registration), plus DECLINED, EXPIRED, and CANCELLED terminal states.

Viewing the waitlist works on Free. Notify and promote actions require Event/Club. Upgrade banners appear when a paid action is gated.
